How to Calculate Import Duties for Canada

Importing goods into Canada involves three main costs: customs duties (based on the HS code and country of origin), GST/HST (the consumption tax), and any additional fees (broker fees, inspection fees, etc.). The calculation isn't complicated once you understand the components, but most new importers miss at least one element.

I started importing to Canada back in 2020 with a small shipment of ceramic mugs from China. I thought I had it all figured out. Product cost: $2,000. Shipping: $600. Duty at 3.5%: $70. Easy. But then the bill arrived: $2,000 + $600 = $2,600 dutiable value. Duty at 3.5%: $91 (not $70 — I'd forgotten insurance). GST at 5% on $2,691: $134.55. Customs broker fee: $125. Single entry bond: $185. Total: $3,135.55. I was $135 over my budget. That's when I learned to use a proper calculator that accounts for everything. Canada's Import Duty Formula

The Canada Border Services Agency (CBSA) calculates import duties using this formula:

Let me break this down with a real example. Say you're importing $10,000 worth of furniture from China to Toronto. Product cost (FOB): $10,000. Ocean freight: $2,500. Insurance: $50. Total CIF (Cost, Insurance, Freight) value: $12,550. Customs duty rate for wooden furniture (HS 9403.30) from China: 8%. Duty = $12,550 × 0.08 = $1,004. Now for the GST. Value for tax = CIF value + duty = $12,550 + $1,004 = $13,554. GST at 5% = $677.70. If you're in Ontario (HST 13%), it would be $1,762.02 instead. Total import taxes: $1,004 (duty) + $677.70 (GST) = $1,681.70. Plus broker fee ($125-200) and potential exam fees. The grand total is around $1,850-1,950 in addition to your product and shipping costs. That's about 15% on top of the CIF value.

Some importers I know have moved sourcing from China to Vietnam or Mexico specifically because of the duty advantage under CPTPP and USMCA. It's not always worth the switch — Vietnamese factories might be more expensive than Chinese ones — but the duty savings can tip the scales.
