How EU Import Duties and VAT Work

For businesses selling into Europe, understanding customs duties and VAT in the EU is essential before you ship a single unit. Importing into the EU involves customs duties (0-12% on most goods, calculated on CIF value) and VAT (19-27% depending on destination country, calculated on total cost including duty). The EU Common Customs Tariff (CCT) applies uniformly across all 27 member states. The EU collects approximately 15 billion Euros in customs duties annually.

Unlike the US, the EU VAT system means total tax burden is typically 19-31% of landed value. The de minimis threshold is 150 Euros for duty but VAT still applies on most commercial shipments. This is the biggest difference from the US system. When I started importing to the EU, I was shocked by the VAT. In the US, you might pay 0-25% total. In the EU, even if your duty rate is 0%, you're still paying 19-27% VAT. That changes the math completely. A $1,000 shipment to Germany incurs 19% VAT ($190) even if the product is duty-free. Factor that into your pricing from day one. I've seen US-based sellers launch on Amazon Germany and get destroyed by unexpected VAT bills.

This table is eye-opening for US-based importers who are used to lower tax burdens. Notice that consumer electronics have low duty (0-4%) but the total tax load of 19-31% is still high because of VAT. Clothing and footwear are hit hardest with 25-39% total tax. I advise clients to check the VAT rate of their target EU country before choosing where to clear customs. If you're importing into Germany, you pay 19% VAT. If you clear through Sweden, it's 25%. You can import into any EU country and distribute freely within the EU — so import through the lowest-VAT country. The Netherlands has 21%, Germany 19%, but Luxembourg has 17%. Smart logistics companies clear through low-VAT countries, pay lower upfront VAT, and distribute from there.

For B2C ecommerce under 150 Euros, use the IOSS (Import One-Stop Shop) scheme to collect VAT at point of sale instead of customs. IOSS has been a game-changer for my ecommerce clients. Before IOSS, a customer in Spain who bought a €120 product from outside the EU would get hit with a €25.20 VAT bill plus a €10-15 customs handling fee at delivery. That surprise fee caused cart abandonment rates of 30-40%. With IOSS, you collect the VAT at checkout (€25.20), remit it quarterly to the EU, and the customer pays nothing on delivery. The improvement in conversion rates is dramatic — one client saw his EU sales jump 60% after implementing IOSS. To register, you need an EU-established intermediary or register directly with the customs authority of any EU member state.

The EU has FTAs with 70+ countries including: Vietnam (EVFTA - 99% tariff elimination by 2030), Canada (CETA - 98% tariff-free), South Korea (100% tariff-free on industrial goods), Japan (97% tariff-free), Mexico (100% duty-free on industrial goods). To claim preference: need EUR.1 Certificate of Origin or a statement of origin on the invoice for shipments under 6,000 Euros.

Smart strategy: import through the Netherlands (Rotterdam) for fastest clearance, then distribute to other EU countries under EU free movement of goods. I use Rotterdam for about 60% of my EU-bound shipments. The customs authorities there are efficient, the port infrastructure is world-class, and they handle 5x the volume of any other EU port. Clearance usually takes 1-2 business days vs 3-5 in Italy or Spain. I also suggest clearing in Germany (19% VAT) vs Sweden (25% VAT) for lower VAT cash flow impact. On a €50,000 shipment, the difference in upfront VAT is €3,000. That's cash you can use for other things.
